Course Objectives and Learning Outcome
The purpose is mainly to be interested in and understand the position and historical transition of domestic SMEs policy, the current state and issues of policy in recent years, and future policy trends.
The goals are three points the following, based on deeply understanding the traits of SMEs. (1) To be able to explain the significance of policies from a broad perspective, (2) To be able to grasp the purpose of individual policies, and (3) To have own opinions about the ideal policies and systems for the future. The lecture begins with understanding the traits of SMEs. Based on that, we would like to deepen the discussion on the history of SMEs policy, current policy goals, and future policy.

この授業では、以下の範囲において、生成AIの利用を許可し、これ以外の範囲での利用は禁止する。生成AIの利用については担当教員の指示に従うこと。教員が認める範囲を超えて生成AIを利用したことが判明した場合は、単位を認定しない、または認定を取り消すことがある。 生成AIによって出力した内容については、以下の点に留意してください。 ・生成AIによる出力結果にかかわる事実関係の確認や出典・参考文献を確認・追記すること。 ・生成AIによる出力結果をそのまま課題・レポートとして提出してはならない。 ・生成AIによる出力結果を利用する場合は、使用したソフト名、出力に至るまでの一連のプロセスやプロンプトなどを課題・レポートに明記すること。 ・課題・レポートには、生成AIによる結果を利用した部分と,そうでない部分がわかるように工夫して記述してください。特に生成AIから出力されなかった情報を自ら創出・導出したオリジナルの部分(図や表を含む)は明示してください。 ・この授業では、実在する個別企業の情報を取り扱う場合があるため、以下の利用禁止の範囲に含まれるものだけでなく、利用可の範囲であっても、生成AIに入力した情報が著作権や肖像権、個人情報、営業秘密などといった他者の権利侵害や営業妨害、情報漏洩につながるおそれがあることから、意図的かどうかにかかわらず特に注意を払ってください。 <利用可の範囲> ・課題・レポート作成にかかる文案作成、構成、校正、翻訳 <特に注意が必要な利用禁止の範囲> ・授業中に配布する資料のスキャンなどによるデジタルデータ化、これらを利用したレポート等の作成 ・授業中の講義内容の録音や録画および文字起こし、これらを利用したレポート等の作成 ・授業中に視聴する映像事例の録音や録画および文字起こし、これらを利用したレポート等の作成 ・ゲストスピーカーの講話の録音や録画および文字起こし、これらを利用したレポート等の作成 Textbook

Grading Criteria and Methods
After each lecture, you have to submit a reaction paper or report (50%) .
Evaluation by the final exam (50%). The final exam will be given in a describe style. In the final exam, you can reference the distributed materials and the notes you wrote down amid the lecture. How to Disclose Assignments and Exam Results

Remarks
Due to the amendments to the Public Offices Election Law, etc. that came into effect in 2016, people over the age of 18 can now participate in elections. I think this probably includes many students. Policies are enshrined in election manifestos. Please gather information on policy content through classes on policy for SMEs theory. I also hope that each and every one of us will actively and constructively participate in the policy-making process as one of the actions we can take to resolve social issues.
In cases where any differences arise between the English version and the original Japanese version, the Japanese version shall prevail as the official authoritative version.
