【講義目的】公共政策学の枠組みに基づいて公共政策がいかにデザイン・決定されているのか、ガバナンスがいかになされているのかを理解し、地域資源のありようと公共政策の関連性を理解することである。
【到達目標】講義を通して、公共政策学の知識を活用して、地域資源や自らの専門知識をどのように生かすことができるか論理的に思考し、公共政策や政策決定の改善案を提示できるようになること。

本講義では、公共政策学、政治学、行政学の知識提供を中心に、地域資源と公共政策のかかわりを探る。

3.公共政策のデザイン：政策手段、政策に対する規範的判断

【成績評価の基準】
　公共政策の基礎知識を理解し、論理的な公共政策の改善案を提示できる者できる者については、講義目的・到達目標に記載する能力（知識・技能・思考力・表現力等）の到達度に基づき、Ｓ（90点以上）、Ａ（80点以上）、Ｂ（70点以上）、Ｃ（60点以上）による成績評価のうえ、単位を付与する。
【成績評価の方法】
　レポート80％を基準として総合的に判断する。
